ADA ASSOCIATION’S Stance On The New Telematic (RVFU) Register For ELVs

Since its implementation on June 7, the new telematic register for end-of-life vehicles in Italy has quickly turned into a nightmare for dealers and car dismantlers, plagued by sudden crashes, bugs, and operational conflicts. These issues are also jeopardizing the new incentives for scrapping vehicles.

Originally designed as a simplification measure, the telematic register is becoming a technological and bureaucratic nightmare, risking the success of the new car scrapping incentives. The system, intended to digitize information on the collection, delivery, handling, and scrapping of vehicles, replaced the old paper register with an IT infrastructure managed by the PRA of the ACI under the Directorate General of Motorization of the Ministry of Transport.

While the system aimed to enhance transparency, legality, and efficiency, reducing the bureaucratic burden for operators, it has faced significant issues since its inception. These problems are severely complicating the operations of car dismantlers and dealers, rather than providing the intended simplifications and streamlining.

President of the National Association of Vehicle Demolishers (ADA), Anselmo Calò, today via LinkedIn, said:

“In relation to the new telematic register of end-of-life vehicles, the ADA Association is not against it, on the contrary, it has supported it because it believes it is useful both for operators and for general functioning. However, the system is currently not working properly. Already in January, the ADA had reported critical issues and requested a postponement, which was not granted. Thus, June 7 was the day of departure for everyone, on an unstable platform.

In the first ten days, it seemed that the system was working, but since June 20, internal conflicts have multiplied. Every intervention to modify something blocked another. Furthermore, the frequent misalignments between the data of the Motorization and those of the PRA force the operators to forward reporting tickets, stopping the procedures for several days.

Procedural difficulties and continuous technological hitches slow down the work of operators, increase costs and risk compromising the new cycle of incentives from the Ministry of Enterprise and Made in Italy for the purchase of low-emission vehicles.

The ADA continues to monitor the situation and report critical issues and malfunctions to the competent authorities in order to find effective and timely solutions, to ensure a system that functions correctly and adequately supports all operators in the sector.”
