In a recent announcement, Auto Recycling Netherlands (ARN) unveiled the recycling contributions for passenger cars and light commercial vehicles set to take effect in 2024. Commencing from January 1, 2024, the recycling contribution for these vehicles will be established at €20, marking a decrease of €2.50 from the previous rate of €22.50 per car.

The recycling contribution has been mandatory for all cars and light commercial vehicles with a Dutch license plate since May 1, 2021. This mandate also extends to used cars imported from abroad. The contributions collected serve a crucial role in ensuring environmentally responsible end-of-life recycling for all vehicles within the Netherlands.
This decrease in the recycling contribution represents the continued evolution of vehicle recycling policies in the country. In 2021, the recycling contribution declined from €30 to €25. Subsequently, it was further reduced to €22.50 in the preceding year. Now, with the impending shift to a €20 rate in 2024, the trajectory aligns with the agreements forged between ARN, the Dutch government, and the automotive industry in 2021.
This downward trend in recycling contributions reflects a proactive response to evolving European regulations, with new end-of-life vehicle rules expected to come into effect in 2025. The goal is to ensure that the recycling contribution remains equitable and in line with changing environmental requirements.
ARN, in collaboration with car dismantling, shredding, and recycling companies, has achieved remarkable recycling performance, with a recycling rate of over 98% for end-of-life cars. The recycling contribution plays a pivotal role in financing these sustainable recycling practices. It’s essential in ensuring that discarded vehicles are recycled in a responsible manner, and most of their residual materials are effectively repurposed.
Notably, the management contributions for Li-ion car batteries, which are earmarked for the collection and recycling of these batteries, will remain unchanged in 2024. This decision to keep rates consistent with the prior year stems from the fact that car batteries have demonstrated greater longevity than originally anticipated.
The current management contribution rates were established to align with anticipated future obligations associated with the collection and recycling of waste car batteries. As a result, participating car importers will continue to pay the same management contributions to ARN for the collection and recycling of Li-ion batteries, maintaining continuity as of January 1, 2024.
These management contributions are instrumental in facilitating the sustainable recycling of discarded car batteries. ARN collaborates with recycling companies committed to surpassing the legal requirement of recycling at least 50% by weight of lithium-ion batteries. In 2021, a recycling performance of 83% was achieved, and figures for 2022 are anticipated to be released soon.
For the year 2024, the management contributions for Li-ion starter batteries and drive batteries will be calculated as follows (including VAT):
€3.00 per battery for a weight ≤5 kg
€5.00 per battery for a weight >5 kg and ≤15 kg (48V category)
€8.00 per battery for a battery weight >15 kg and ≤25 kg
€25.00 per battery for a battery weight >25 kg and ≤100 kg
€45.00 per battery for a battery weight >100 kg and ≤350 kg
€55.00 per battery for a battery weight >350 kg and ≤600 kg
€65.00 per battery for a battery weight >600 kg and ≤900 kg
In contrast, the management contribution for lead-acid and NiMH starter batteries and propulsion batteries will remain unaltered in 2024, consistent with the rates set for 2023, at €0.05 (excluding VAT).
The maintenance of these management contributions for various battery types underscores the commitment to sustainable recycling practices in the automotive industry. These contributions, both in the case of car batteries and traditional starter batteries, play a pivotal role in ensuring responsible and eco-friendly end-of-life recycling processes while adhering to legal requirements and industry standards.
