Catherine Wagner to Lead Mobilians’ ELV Recyclers

Catherine Wagner has been unanimously elected of Mobilians’ End-of-Life Vehicle Recyclers division, leading a renewed board focused on continuity, collaboration and sector representation. The new team will prioritise ELV EPR implementation, regulatory change, electric vehicle and battery challenges, circular economy parts, and action against illegal operators.

Catherine Wagner elected of Mobilians’ End-of-Life Vehicle (ELV) Recyclers, a new governance structure focused on continuity

Following its General Assembly, the Mobilians End-of-Life Vehicle (ELV) Recyclers division elected a new board. A new leadership team was unanimously elected, comprising:

  • President: Catherine Wagner (WDA), also of the Grand Est region for the Recyclers division
  • Vice-: Laurent Hérail (Surplus Group), of the Occitanie region for the Recyclers division
  • Treasurer: Pierre Meesemaecker (Capnor), of the Hauts-de-France region for the Recyclers division

Presented collectively, this team is part of a logic of continuity and collegial work in service of the sector.

“I take on this responsibility with great humility, respecting the more than forty years of commitment of Patrick Poincelet, whose work has profoundly structured our profession. With the team, we will continue this momentum with high standards and a strong sense of responsibility. Our goal is clear: to establish the recycling profession as a lasting pillar of the circular economy,” declared Catherine Wagner, of the Recyclers division of Mobilians.

Around this new presidency, the National Bureau of the Recyclers Profession is based on a team with complementary profiles, committed to a collective approach to the profession.

  • Julien de Longueil (Caréco Coram), of the Auvergne-Rhône-Alpes branch of the Recyclers
  • Édouard Martin (Caréco Capo), of the Recyclers branch for Burgundy-Franche-Comté
  • Gwenaëlle Feld (Recup Auto), of the Brittany branch of the Recyclers
  • Nelson Jourdin (Caréco Gièvres Auto), of the Centre-Val de Loire branch of the Recyclers
  • Richard Mandrin (Accimoto), of the Recyclers branch in the Île-de-France region
  • Frank Marie (Caréco Marie Didier Automobiles ), of the Normandy branch of the Recyclers
  • Jean-Baptiste Dubourg (Dubourg Auto), of the Recyclers branch in Nouvelle-Aquitaine
  • Laureline Reyno (Surplus Auto Vitrolles), of the Provence-Alpes-Côte d’Azur branch of the Recyclers
  • Clément Gérard (Billaud Pièces Auto), of the Pays de la Loire branch of the Recyclers
  • Loïc Rubio (Caréco Rubio)
  • Eric Macon (Gam Moto)
  • Thomas Chatreix (Chatreix Auto)

A team already working on the major challenges facing the sector

Long involved in the work of the branch, Catherine Wagner, Laurent Hérail, and Pierre Meesemaecker continue their work today on the main projects of the profession.

Their mobilization is part of the consolidation of the organization of the sector within the framework of the EPR-ELV, with the continuation of concrete coordination work between the different stakeholders, as well as on approaches to pooling tools and processes.

They are also fully committed to monitoring regulatory developments in the sector, particularly those relating to ICPE 2712 regulations, in a context marked by the growing challenges related to electric vehicles and batteries.

Discussions are being held with public authorities to clarify the implementation procedures and to support professionals.

In addition, the branch is participating, alongside the INRS, in the development of a guide to prevention and good practices, which is scheduled for publication in 2026.

Finally, Catherine, Laurent and Pierre contribute to the work carried out at the European level in view of the future regulation relating to the management of ELVs, in connection with the European association of recyclers EGARA, in order to promote the position of the French sector.

At the same time, the branch continues its actions in favour of the deployment of the use of parts from the circular economy (PIEC) and the fight against the illegal sector.

“The coming years will be decisive for our sector. We will need to sustainably structure its organization, support major regulatory changes and fully assert the role of ELV centers in the circular economy. Our ambition is simple: to make our profession a model of industrial and environmental performance,” emphasized Catherine Wagner, of the Recyclers branch of Mobilians.
