China has introduced a national standard, “General Technical Specification for Reused Parts of End-of-Life Vehicles (ELV)” (GB/T 45193-2024), which was announced on December 31, 2024, and will take effect on July 1, 2025. This voluntary standard, issued by the State Administration of Market Regulation, sets guidelines for handling, trading, and processing reusable ELV parts.
Scope of the Standard
The standard defines reused parts as components removed from ELVs that are suitable for reuse without additional processing. However, the following parts cannot be reused:
- Engines, steering gears, transmissions, axles, and frames
- Airbags and seat belt systems
- Exhaust treatment devices for fuel-powered vehicles
- Automotive batteries, including EV traction and lead-acid starter batteries
- Brake components like pads, discs, and drums
- Data storage components containing personal information
Performance Requirements
Businesses selling or dismantling ELVs must ensure reused parts meet these criteria:
- The part must remain structurally intact.
- No cracks, breaks, deformation, or damage.
- The part must not compromise vehicle safety.
Quality Grading
Reused parts must be inspected and classified into Grade 1, Grade 2, or Grade 3 based on structure, function, performance, and appearance. Parts that don’t meet Grade 3 standards cannot be sold.
Labeling Requirements
All reused parts must be labeled in Chinese as “报废机动车回用件” (reused parts from ELV) and include:
- A traceability code
- Quality grade information
This standard aims to regulate the reuse of ELV parts while ensuring safety and compliance with sustainability practices.
