We recently spoke with Catherine Lenaerts, owner of Febelauto, about the proposed End-of-Life Vehicle (ELV) Regulation. She shared insights on the manifesto delivered to the European Commission, industry reactions, the impact on her company, the need for cooperation, and her vision for advancing auto recycling in Europe.

Discussing the Manifesto on ELV Regulation: What Drove This 16-Nation Initiative and What Are the Desired Outcomes?

We believe this initiative is crucial for contributing to a pragmatic and coherent EU regulation—one that is ambitious yet sustainable for businesses. First and foremost, it’s essential to prioritize effectively: we’ve seen a 20% reduction in End-of-Life Vehicles (ELVs) over the past two years. If this trend continues, the need for any ELV regulation could become obsolete, as all ELVs would be lost.

For many years, we’ve maintained contact with other Producer Responsibility Organizations (PROs) across Europe, and now is the time to collaborate on a robust ELV regulation that will finally put an end to ELVs being exported out of Europe.

Industry Stakeholder Sentiment on Proposed ELV Regulation: Concerns and Reflections from the IARC Event

The prevailing concern among industry stakeholders is whether the proposed regulation will genuinely increase the number of ELVs being processed in a positive manner. If Europe aims to position itself as a leading recycling society, effectively utilizing resources like ELVs to secure materials; it’s crucial that all ELVs reach our recycling companies.

Many of these companies, which are already top performers, have invested heavily in advanced technology to recover even the smallest amounts of valuable materials.

Anticipating the Impact of Proposed ELV Regulation on Febelauto: Strategic Changes and Recommendations for Optimal Implementation

We have invested significant effort in shaping the EU proposal, advocating for key modifications down to the precise wording and arguments. With decades of experience, alongside our colleagues in the Netherlands, we recognized the importance of seizing this opportunity to engage in a broader dialogue and build wider consensus on crucial changes. Our goal is to ensure that every ELV in our countries is effectively captured and processed.

The Importance of Collaboration in Auto Recycling: Progress and Challenges

Over the years, I’ve witnessed significant advancements in research and development, leading to cutting-edge technologies that allow us to recycle even the smallest particles in the process. I am genuinely proud of our companies and their exceptional performance. However, despite years of effort with Belgian federal and regional authorities to achieve traceability of vehicles, particularly end-of-life vehicles, we’ve faced continuous frustration due to a lack of progress.

Now, we’ve placed our hopes in the EU’s initiatives, especially the e-mov-hub, to finally track the 4 million missing vehicles. However, we urgently need to accelerate the timeline proposed. If we have to wait another five years, we risk losing our top-performing companies to discouragement.

Passion and Vision for the Future of Auto Recycling: Febelauto’s Next Steps

This year, our slogan is “NEXT LEVEL,” and I’m proud to say we’ve successfully achieved that across all areas within Febelauto. But we’re not stopping here; we’re aiming for even greater heights in the years to come. Our ambition knows no bounds. We are committed to ensuring that every ELV is properly treated and that the next generation of vehicles is manufactured with a significant amount of recycled content. The sky is truly the limit!
