The European Recycling Industries’ Confederation (EuRIC) has unveiled a comprehensive manifesto aimed at transforming the tyre recycling sector into a cornerstone of the circular economy. Released on 22 May 2025, the document outlines strategic policy recommendations to enhance recycling rates, reduce environmental impact, and stimulate market demand for recycled tyre materials.

 

Current Landscape and Challenges

Despite the 2006 EU Landfill Directive banning tyre landfilling, only about 50% of the approximately three million tonnes of end-of-life tyres (ELTs) generated annually in the EU are recycled. The remainder is primarily directed towards energy recovery processes. EuRIC emphasizes that mechanical recycling of tyres can lead to a 58.4% reduction in CO₂ emissions compared to co-incineration, and up to 95% when substituting virgin materials.

However, the sector faces significant hurdles. The impending ban on rubber infill in artificial turf—currently accounting for 37% of recycled rubber applications—poses a threat to existing markets. Additionally, the absence of harmonized EU-wide end-of-waste criteria creates trade barriers, and the export of unprocessed ELTs to countries with lax environmental standards undermines recycling efforts.

Key Policy Recommendations

  1. Mandatory Recycled Content: EuRIC proposes binding targets requiring new tyres to contain at least 10% recycled rubber, and automotive rubber parts to incorporate 20%. This measure aims to drive demand for recycled materials and reduce reliance on virgin resources.
  2. Export Restrictions: To prevent environmental dumping, EuRIC advocates for a ban on exporting unprocessed ELTs to non-OECD countries. This policy would encourage domestic recycling and ensure environmental standards are upheld.
  3. Harmonized End-of-Waste Criteria: Establishing EU-wide criteria for recycled rubber would facilitate trade and remove administrative obstacles, promoting a more integrated recycling market.
  4. Eco-Design Regulations: EuRIC calls for stringent eco-design requirements under the Ecodesign for Sustainable Products Regulation. Designing tyres for recyclability would mitigate issues posed by components like sealants and noise-reducing foams, which complicate recycling processes.
  5. Support for Innovation: The manifesto underscores the need for policies that foster innovation in recycling technologies and applications for recycled materials, ensuring the sector’s adaptability and growth.
Implications for the Industry

EuRIC’s manifesto presents a roadmap for aligning the tyre recycling industry with the EU’s broader environmental objectives. By implementing these recommendations, the sector can enhance its sustainability, reduce environmental impact, and create new economic opportunities.
