Febelauto welcomes the new European Commission proposal for end-of-life vehicles, aiming to eliminate hazardous substances in new cars and promote the reuse or recycling of materials. The proposal aligns with our ongoing initiatives, like the Ready2Reuse/Circular Repair project and collaboration with Watt4Ever for HEV battery reuse.
While supporting the proposal, Febelauto suggests:
- OEM information should be accessible to rescue services alongside recycling operators.
- Simultaneous introduction of battery and circular vehicle passports.
- Recycling results in publication obligations for both management bodies and individual operators.
- Flexibility in fee adjustments based on market context and legal obligations.
- Timely ELV processing within 3 months and no uncontrolled disassembly.
- Battery inclusion in ELV returns and no acceptance of batteries missing ELVs for free.
- Recognition of efficiency is not always shredding ELVs, parts, and electronic components separately.
- Targeted inspections at illegal operators and Technical Inspection responsibility for roadworthiness.
- Refinement of definitions and considering flooded vehicles as technical losses.
- Storage of different vehicle oils together and annual reporting for depolluted materials.
- Demand-driven disassembly to prevent unnecessary parts accumulation, considering brand status and recycling efficiency.
