As the global automotive industry faces mounting pressure to embrace circularity, France has taken a bold and structured step by creating a dedicated Extended Producer Responsibility (EPR) scheme for end-of-life vehicles (ELVs). This regulatory move led a group of vehicle and motorcycle manufacturers to launch Recycler Mon Véhicule, a national eco-organization designed to implement and manage the new system.

Building a New Industry Standard
Recycler Mon Véhicule emerged as a response to the French AGEC law (Anti-Waste for a Circular Economy), which introduced mandatory EPR obligations for producers of all vehicle types, including two-, three- and four-wheelers and quadricycles, both internal combustion and electric. Performance data from Recycler Mon Véhicule’s inaugural year (2024) is highly promising:
- 15.9% reuse rate (well ahead of the 2026 French target of 8.5%)
- 88.2% recycling rate
- 96.8% overall recovery rate
These figures reflect more than just regulatory compliance; they demonstrate the Recycler Mon Véhicule network’s ability to exceed legal requirements. It should be noted, however, that these strong results are partly due to the fact that the first contracted ELV centers (CVHUs) to join the network were among the most efficient in the sector. The reuse rate alone represents over 56,000 tonnes of parts and materials returned to circulation, generating real environmental and economic impact.
Financial and Operational Backbone
Entirely funded by eco-contributions from its members, Recycler Mon Véhicule have operates in 2024 with a lean €3.6 million budget that is reinvested directly into the field:
- Free home collection and return bonus in the overseas territories
- Support for ELV centers to help with compliance, modernization, and digitalization, plus financial rewards for top-performing sites
- Funding of studies and R&D projects to improve the recyclability of complex materials (plastics, composites, etc.)
- Awareness-raising campaigns targeting vehicle owners and partners
Notably, Recycler Mon Véhicule does not capture the value of recycled materials, choosing instead to support ELV centers rather than compete with them. This positioning has fostered trust among stakeholders and accelerated adoption of the new EPR system.
Tackling the Toughest Challenges
A standout focus of Recycler Mon Véhicule has been the overseas territories, where vehicle abandonment poses persistent challenges due to logistical and economic constraints. In 2024 alone, Recycler Mon Véhicule facilitated the legal processing of nearly 12,000 ELVs across these regions, introduced targeted return bonuses, and launched annual tracking of abandonment rates to support localized strategies.
The organization is also addressing illegal dismantling and informal parts resale, common issues in ELV markets worldwide. Through public awareness campaigns and centralized digital tools (including quefairedemonvhu.org), Recycler Mon Véhicule is making it easier for both consumers and professionals to access authorized collection and treatment options.
Preparing for What’s Next
Recycler Mon Véhicule has outlined several strategic priorities:
- Promote circular economy parts (PIEC) as a standard solution, starting with insurance-covered repairs, by encouraging insurers to prescribe their use.
- Expanding into battery recycling, with a new EPR accreditation application expected buy august 2025.
- Deepening collaboration with ELV centers, insurers, municipalities, and OEMs to create harmonized, traceable data across the ELV value chain.
As European regulations tighten, France’s model, born of regulation but shaped by industry, demonstrates that inclusive and results-driven governance can position a country as a policy and operational leader in ELV management.
