The European End-of-Life Vehicle (ELV) Regulation is not just a routine legislative framework – it is a global story of transformation driven by innovative technologies and digital solutions that will shape the entire lifecycle of vehicles, from design to disposal. Car, motorbike, truck, and bus manufacturers need to take an active role in preparing for the significant responsibilities and financial implications that new European regulations and policies on critical raw materials and decarbonization will bring. The European ELV Regulation introduces new rules for vehicle design and end-of-life management, requiring lorries, buses, and motorcycles to be treated at authorized treatment facilities and restricting the export of non-roadworthy vehicles.
Global Scope: a car designed outside of Europe, manufactured and assembled in Europe, and sold anywhere in the world must meet all regulatory requirements, ensuring global compliance.
Circular Design Challenge: vehicles will need to incorporate at least 25% recycled plastics, with a quarter of that originating from end-of-life vehicles.
Digitalized Circularity Vehicle Passport: every vehicle on the market will require a digital passport with comprehensive, cradle-to-grave data on the removal, replacement, and recycling of parts, components, and materials. This system will operate on an open, interoperable data exchange platform.
Cost Allocation Mechanism: an electronic system will manage and monitor the allocation of costs when vehicles reach end-of-life in another Member State. MOVE-HUB System for Exports: to distinguish used vehicles from end-of-life vehicles and manage their export, a new electronic system, MOVE-HUB, will coordinate national registration authorities, roadworthiness inspections, certification bodies, customs, and other regulatory entities.
