Italy’s, ADA President Advocates for Fair ELV Regulations

At the beginning of February, Italy’s National Association of Vehicle Demolishers (ADA) President Anselmo Calò participated in a crucial meeting in Milan regarding the new European Law on end-of-life of vehicles (ELVs). The event, promoted by European Parliament’s MEP Pierfrancesco Maran, and was part of an ongoing debate on regulatory updates aimed at enhancing material recovery and promoting sustainability in the automotive sector.

The proposed regulation, which builds upon Directive 2000/53, introduces stricter rules for managing end-of-life vehicles. However, some provisions raise concerns for over 1,400 Italian businesses, as they mandate contracts with producers—restricted to select dismantlers—potentially threatening market stability and putting nearly 40,000 jobs at risk.

Addressing Key Challenges

During his speech, President Calò outlined several critical issues with the proposal and suggested balanced solutions to ensure fair and sustainable management of Extended Producer Responsibility (EPR).

Inconsistent Timing: The regulation imposes new recycling standards within 36 months, yet suitable vehicles will not reach dismantling plants for another 10-15 years.

Sustainability & Economic Feasibility: Vehicle components should only be dismantled when both economically and technically viable, in agreement with manufacturers.

Long-Term Stability: As this regulation will shape the industry for decades, safeguards must be established to prevent imbalances favoring automotive manufacturers at the expense of dismantling operators.

Proposed National Coordination Centre

To ensure fair implementation, President Calò proposed the creation of a National Coordination Centre. This body would oversee the regulation’s application, ensuring equal conditions for all industry players and preventing distortions that could disproportionately benefit car manufacturers.

Calò’s intervention underscores the need for a balanced approach that promotes sustainability without compromising market stability or employment in the dismantling sector.
