Spain’s ELV Management System and SIGRAUTO’s 2023 Milestones in Sustainability and Economic Challenges

2023 was a year of transition and reflection for SIGRAUTO, underscoring both accomplishments and ongoing challenges in the ELV sector. As outlined in the association’s annual report, the year marked a turning point, where the decreasing number of vehicles reaching end-of-life status posed significant operational and environmental concerns. Challenges in Vehicle Disposal and Recycling

In 2023, SIGRAUTO saw the lowest number of vehicles treated at authorized treatment centers (CATs) since the early 2000s. The reduced flow of end-of-life vehicles can be attributed to the aging vehicle fleet in Spain. According to recent statistics, the average age of vehicles on Spanish roads has risen dramatically from 7.65 years in 2000 to 14.2 years today. Nearly 30% of these vehicles lack emissions-compliant labels, and many more operate with outdated emissions standards.

This situation presents multiple challenges. Not only are older vehicles more polluting—emitting up to 36 times the pollutants of newer models—but they are also more dangerous, as older vehicles are more prone to accidents and severe damage. The environmental impact, combined with the safety risks, creates a strong case for an urgent vehicle-renewal strategy. SIGRAUTO has been at the forefront of advocating for a national plan that encourages the replacement of older cars with newer, more sustainable options.

Capacity vs. Demand

One of the ironies highlighted in the 2023 SIGRAUTO report is that while fewer vehicles are reaching end-of-life status, Spain’s CATs have the capacity to handle more than twice the current volume. This disparity has put significant pressure on many treatment centers, which are facing increased competition for vehicles. As the demand for reusable parts grows due to an aging vehicle fleet, the lack of sufficient vehicle throughput has led to shortages, further straining the market.

This challenge requires industry-wide attention. While the Spanish CATs are well-equipped to manage a larger volume of vehicles, policy measures are needed to ensure a steady flow of vehicles into the system. A well-structured vehicle-renewal program, combined with incentives for scrapping older vehicles, would go a long way toward alleviating these pressures.

The draft legislation, discussed at length during SIGRAUTO’s 2023 events, emphasizes the need for vehicles to be designed with sustainability in mind, including the use of recycled materials and easier disassembly for component reuse. Spain, which already operates one of the most advanced ELV systems in Europe, is well-positioned to meet many of these regulatory requirements. However, SIGRAUTO continues to advocate for pragmatic approaches that do not jeopardize the current infrastructure’s achievements.

As 2024 approaches, the development of the new European regulations will undoubtedly shape the trajectory of the ELV sector. SIGRAUTO has committed to playing a central role in these discussions, ensuring that the unique strengths of Spain’s existing system are not overlooked. The upcoming 10th Meeting on Management and Recycling of End-of-Use Vehicles, scheduled for June 2024, will serve as a key platform for these dialogues, bringing together industry leaders and policymakers to discuss the future of vehicle recycling in Spain.

At the heart of these efforts is a commitment to maintaining a strong circular economy within the automotive sector. As SIGRAUTO President Ernesto Salas Hernandez aptly noted, Spain’s ELV system has become a benchmark for circular economy practices. This system has evolved from a fledgling initiative into a robust and technologically advanced industry capable of managing the complexities of modern vehicle disposal. Moving forward, continued collaboration among manufacturers, treatment centers, and government agencies will be essential to ensuring that the system remains resilient in the face of new challenges.
